I'm Thomas Ichinose — a Strategy & Operations and Program Management leader based in New York City with 10+ years turning ambiguous, high-stakes problems into executed plans. My background spans management consulting for public infrastructure agencies, running a $63M+ GIS services division, and building a profitable business from scratch.
At WSP USA, I serve as Assistant Vice President in Critical & Emerging Technology, advising transit agencies and infrastructure clients on decarbonization strategy, EV fleet transition planning, ISO 55001 compliance, and capital improvement programs. I've built quantitative energy models for DC Metro, co-authored Grand Central Terminal's Capital Improvement Plan, and led the 25-year Strategic Energy Master Plan for NYC EDC — owning both the strategic product and the PowerBI dashboard end-to-end.
Before that, I spent six years at Insight Global as Program Director & Service Delivery Executive, growing a GIS managed services division from the ground up — 56% headcount growth YoY, $63M+ in cumulative revenue delivered, 24 technical programs executed. I ran the full business: workforce planning, proposal architecture, financial review, client QBRs, KPI frameworks, and GTM strategy. Clients included PG&E, Microsoft (MS Flight Simulator), and a major international delivery company.
